28 January 2025 - Ordinary Council Meeting Minutes| Walvis Bay

As is customary, nothing was done during the year's first Council Meeting except the Opening of Council. This meeting was attended by the Governor of the Erongo Region.



04 March 2025 - Ordinary Council Meeting Minutes| Walvis Bay

This meeting was dominated by a debate on the transparency of international travel, although the Council finally agreed to condone the mayor's already-taken trip to Ethiopia. Other notable points were a ton of rezoning applications, where erf 2326 in Kuisebmond took up a good share of time.


Council also approved the sale of land to King Charcoal: Portions 12, 17 and 29 of Farm 38 (a round 63,000sqm) were approved to be sold to the applicant for N$ 50 per square metre plus 15% VAT. A condition is that King Charcoal must start developing the land within 2 years from the transfer date, and complete the development within 3 years, or else the erven revert back to the Municipality.



25 March 2025 - Ordinary Council Meeting Minutes| Walvis Bay

Councillor Bramwell requested a valuation of land sold to King Charcoal (see Minutes from 04 March, Point 11.12). While the Management Committee approved a contingent to attend the United Nations Oceans Conference in Nice, France, they did not allow the CEO to participate in the Seatrade Cruise Global in the USA.


This was also the meeting that the RedForce appointment was cleared by the Namibian Competition Commission.



08 May 2025 - Ordinary Council Meeting Minutes| Walvis Bay

This meeting had some discussion about the ongoing refuse removal crisis and the "Team-Up-2-Clean-Up" Campaign. Five new compactor trucks were expected in July 2025.



16 May 2025 - Special Council Meeting (Budget) Minutes| Walvis Bay

Specifically called to push through the budget, both Councillors Bramwell and Shozi recorded dissenting votes. You can read our budget analysis here. It will be interesting to see what the 2026 budget brings - history does not bode well.



24 June 2025 - Ordinary Council Meeting Minutes| Walvis Bay

RedForce was once again a hot topic, with arguments over the Attorney-General's opinion, discrepancies in the signing requirements for contracts and RedForce's presumed failure to deliver the monthly reports and staff training as required.


The CEO got a new credit card and there was some talk on the first phase of a new housing project.



29 July 2025 - Ordinary Council Meeting Minutes| Walvis Bay

Only three of the five compactor trucks were close to being delivered - delays caused by police clearance, road worthy and underbody work.


The mayor also announced that Shisho Trading was awarded a contract to repair roads, and would soon start on major roads such as Nangola Mbumba Drive. He noted that "the Council has budgeted over N$60 million for road rehabilitation of roads, including Pelican Street, Sam Nujoma Avenue, Rikumbi Kandanga Road, Union Street, and Nathaniel Maxuilili Avenue. The design and documentation for Sam Nujoma Avenue are almost complete, after which the construction bid will be advertised."


Councillor Bramwell also introduced a motion to make the Kuiseb Aquifer a keypoint, which was referred to Management Committee and strongly opposed by Councillor Shozi on the grounds that it is based on the "wrong" legislation.


The point of an internal auditor was raised once again, thanks to Councillor Bramwell introducing Motion 31. This to reinforce the Council's standing resolution from 2022 to appoint an internal auditor (no update has been received, no progress made that we could find - we'll follow it up again).



27 August 2025 - Ordinary Council Meeting Minutes| Walvis Bay

During this meeting, Council established strict conditions for the sale of erven, including a no-resale clause for the first five years to prevent land speculation. Land sales were also to be done by public bidding, specifically for erven in Meersig.


Council resolved that "amounts on Endowment/ Betterment Fees, LandScaping/Greenbelt Fee and Parking Fees will additionally be added to the monthly reports" - all due one of our motions, a request to ring-fence revenue streams for the betterment of parks and roads. We will have to follow up to see if that money is now actually being used for the intended purpose.



14 October 2025 - Ordinary Council Meeting Minutes| Walvis Bay

Our Councillor Bramwell introduced Motion 32, a request for a progress report and urgent repairs on the Kuisebmond Hall. This was referred to the Management Committee and not reported on in the November meeting, so we'll have to follow it up.


Council further approved a revised Credit Control Policy, which was supposed to be published in the government gazette so it can be implemented. We were not able to find any such publication as of Friday, 20 February 2026.


There were a great number of land sales and rezoning applications in this meeting.



24 November 2025 - Ordinary Council Meeting Minutes| Walvis Bay

Nothing exciting besides the sale of a retiring employee's old laptop and Councillor Shozi's objection that the policy governing such sales was outdated.


Councillor Shozi also recorded a dissentient vote against an MOU with Wasteaware. He raised concerns about financial protection and argued that, per the Local Authorities Act, all contracts must be signed by the CEO and Management Committee Chairperson, rather than delegated General Managers.


A major billing error regarding Pelican Platz Sectional Title Scheme (Erf 3538 Narraville) resulted in an outstanding balance of N$ 1.68 million. Council resolved to split this balance 50/50 with the client, though Councillor Shozi questioned the fairness and transparency of the ratio.
